I had a thought.
What if part of Kaiba’s unending desire to finally beat Yugi ( or Atem at least ) comes from Priest Seto unable to properly duel him for the throne.
Atem just faded away in front of him giving him the puzzle and basically going “I entrust you to be he Pharaoh now.”
